Paintable Torn Hunting Shirt top?

The Torn hunting shirt (starter shirt for witch hunter) has 2 paint slots but only 1 of those paint slots work (The Pants are paintable but not the top like all the other starting shirts), would it be possible to make the top of this shirt paintable too? all the other classes have full paintable starter clothing just not the witch hunter.
