Illegal Areas

Could we remove the illegal areas around the forts, or at least limit them to the actual forts?

Allows for some better kiting around certain keeps/BOs (Hatred's Way, Uthorin Siege Camp, Schwenderhalle Manor etc.) and prevents some clowns from running into them porting out of fights.

Due to limitations its set to the entire zone where the fortress is located. While it is unfortunate when people dodge fights by going into those areas, it will probably not change until we are about ready to release fortresses
