Goblin Racial Tactic "RUN AWAY!"

I would like to bring this racial tactic up for discussion as I believe it currently provides too large an advantage with no drawbacks.
The Issues:
1.Ease of use.
The ability is a completely passive set and forget type that provides a very large advantage.
2.It's free.
The only other ability that is similar is "Quick Escape" but you have to dump renown points into it and it is vastly inferior.
3.Very little counter play.
As it stands you would have to dump quite a few renown points into quick escape and pray for procs to keep up with someone using this tactic.
Possible Solutions:
1.Remove it.
A heavy handed solution but I am not sure how much control you guys have over abilities.
2.Reduce the effectiveness.
Tone it down to something like 20% speed for 3 seconds with a 15 sec internal cooldown.
3.Make it Quick Escape 1.
Make the tactic an exact mirror of quick escape 1, 5% chance on hit for 25% speed for 5 secs, using an ability will dispell the effect.
4.Mirror it.
If the tactic must remain as is then give it to the order equivalent classes (SW, AM).
