Something not available yet. It was used on live to increase the rank of that player to your own rank. Lowlvl players were able to join on pve activities with higher lvl friends.

If you're talking about the apprentice system it basically makes it so that a low char like r12 is bolstered to your rank let's say r40 whilst in party i think, so the lowbie guys stats are increased. Doesn't seem to work on RoR for whatever reason.

Every apprentice needs a mentor.
What you mean is the checkbox in social tab, where you can mark yourself as someone, who is willing to answers questions. New players were easily able to find helpful players this way. With addition of advice chat, nobody seriously used it anymore.

Don't believe they've coded it yet... even though it's simple enough to transfer the bolster code over and edit a few things to make it work properly

I'd say about 5 minutes of work.
Maybe they simply don't want it in the game.... since it's so easy to implement, they probably would've already, if they wanted it.

I see we have a senior dev here.

Na, just know the basics. A senior dev would've said he could code it from scratch in 5 minutes whereas I was going to bootleg similar code and remanufacture it.
