magus gets tactic for 50% faster casting at 31

I ask because 13 and 31 and inverted, also, having it at 13 makes engineer broken in tier 1.

13 and 31 are inverted, Monster is Satan's drink.

On a serious note - no. This is not a bug, just the way this game is made.
