SW beastlord proc bugged?

Can somebody tell me if beastlord proc (marked ) is bugged?
While having this buff on me, which should buff my BS by 84, i was checking contantly my stats via character screen and .getstats command, and it increased my BS by only 4? Is this a bug?

Doesn't stack with a ballistic skill potion, which is why I've opted for 2 conq 2 Anni 4 BL. A lot of people I've talked to find that mixing sets for the lower tier set bonuses is the way to go. BUT if you wanna stick with BL you can cuz you still get a sweet ini debuff out of it.

Even so, your ini debuff from rkd isn't as high as the BL proc (I think my tooltip says 72.. last time I checked) and it's a 20s cooldown. This is why I probably will equip full conq over mix matching sets once I get it all and then either run a bs pot just to have extra coverage until the proc or run a toughness pot.

The initiative debuff is extremly strong.
