I thought WP and Dok but they only deal better at physical armor not magical resist.

Hm I would probably say the hardest to kill is normally a sham, but it always depends on your playstyle and your build too.

Heal shammy is in a very good spot atm!
Not the pure tankines But so mobile with run away aoe knockback aoe detaunt aoe snare you can sometimes kite like hell.

back on live it was easier to stack armour procs on DoK/WP, less here.
Now I'd say an ultra defensive shaman that maximize toughness as high as possible, and has every possible speed proc at hand. (RunAway, maybe even QE1, maybe some weapon proc...even if they do not stack, they would have constant uptime)
Having single target detaunt, detaunt-tactic proc and AoE detaunt also helps, not to mention massive leechhealing potential while kiting.

Shammy with all their good defensive tactics, abilities, and defensive renown spec, is going to be the current hardest to kill healer in the game, but not a very good healer. But that's how the apple rolls.

Armor stacking RP with Grimnir's Sheild is almoast impossible to kill when played well as they are immune to both setbacks and interupts, cast time increasers and can cleanse all CD increasers and got crazy good mobility.
You almoast need a BG to OHD them. And we all know how popular that class is. RP sits very good in the current meta since WP nerf. Both ZE and RP are the best healers in game atm.

WP used to be, but not anymore. Shaman/Runepriest is the best IMHO.
