The vendor sell only seed level 1, level 25+ where are they located? The mobs do not drop them.

when you grow a level 1 there's a chance it will grow a level 25 plant and when you break said plant down it will give level 25 seeds.

And CTRL+right click on the plant to turn it into a seed.

So high level seeds do not drop from mobs?

No but you can obtain seeds from the AH.
