Are this many spawns working as intended?

I have come across this a lot and it's usually impossible to make it to quest objectives. You just can't clear fast enough. I think the worst zone I saw was Saphery with way to many elves to even get near an objective. I don't remember it being like this in the original game. It's extremely frustrating. Is this working as intended for this server?

Sometimes you gotta be clever, and get to the spot from a different angle, or even zone. You will find this a bunch with chasing down some of the Beastlord bosses and running for Tome unlocks(Winds Impervious on Destro side is quite a walk).

Lore wise, this is supposedly an active world at a constant state of War and invasions/battle. Maybe form a group? Otherwise, open your map and plan a different route.

We have doublespawns for pretty much all npc that were moving on live. Apart from the last chapter 22 public quests there shouldnt be this many spawns, but its kinda hard to track them down for us and in the end its up to a db dev taking it upon themselves and starting refining the area they are working in.
