GW have announced their "first" video game for the End Times, it's called Vermin Tide and is focused on the Skaven. Its a first person for 5 people. The first 2 PCs announced are the Witch Hunter and Bright Wizard.

Does that mean Sega owns the licence even for this already ended game Warhammer online? I wonder who posses the source code, because I am sure there has to bes backup copy of content of live server.

I'd say buying a warhammer license is totally possible, if you have a few million $ to spare :)

GW are selling licenses to anyone now. You still have to build a game though. EA wont let you use the client and server code.
