What to do With Seal of Domination

Ok I got a Seal of Domination and have no idea what to do with it or where to trade it. I checked the forums and founds lots of mention of them but nothing about what to do with them.

They don't do anything.
Before you could at least put them in /say chat to taunt the enemy after a domination zone lock but now that can't happen.
