Cant return quest error message

Hi,
As I try to return quest "War is upon us" in troll country it tells me grey message "cannot salvage, inventory overflowing, open backpack to remove overflow" but I have 2 room in my backpack, I return one quest, so it cant be full of quests and other currency, crafting and quest have room too...
So Why I cant return quest and why have I this message ?
