Suggestion

What about changing Heaven's blade into :
abilities from example "path of hoeth" has a 25 % chance to remove 225 points of morale from the enemy

thoughts?

Every single morale drain comes with a tactic slot cost attached to it, or is tied to a morale.
The morale drains that are tied to tactics also tend to be tied to moderate (I)CDs or positional requirements.

Having a core ability without (I)CD turn a spammable AoE (Wrath of Hoeth) into a morale drain is overkill, imo.

Well to be fair, Wrath of Hoeth is bound to a stance, so you still need to rotate through your stances to get to Wrath of Hoeth.
Marauders do need to use tactic indeed, but they have that morale drain on ALL hits as long as they are using "gift of monstrosity". Demolition is not bound to a stance and it's way more spammable than Wrath of Hoeth

Gift of Monstrosity is a stance - Demolition is bound to said stance. Core versus tactic; i.e. investment versus freebe, if you were to tie your proposal to a tactic I wouldn't have objections.

Abbd.:
Note, the stance argument is irrelevant all things considered, MAs will run Monstro 24/7 in organized large scale. It's the investment side of things that matters, imo.

right, jokes on me ,Demolition is bound to a stance. however it can be used repeatedly unlike the BO / SM stance system. simply trying to point out that you can't stay in improved balance ( 2nd stance) and spam Wrath of Hoeth

SM has ST moral drain ability, why give them 2nd as well?

Well when you put it that way, then I guess you're right

BO morale drain is not tied to stance as clobber does not require stance

Not sure what 6% equates to numbers-wise, but LFO is a tactic tied to Clobber with no CD/nor stance requirement.
Meanwhile IB on the SM is a 5s CD non tactic ability with stance requirement.

I like the balance between these two skills on SM/BO.
Can’t say I’ve seen any BO run the tactic in small scale, nor can I see it as viable in large scale.

This isn't the balance forums so it'll likely be locked... But I don't see any viable morale drain but Mara Crushing Blows. Yes, knight Solar Flare papperhammer is fun, but this specific drain is niche in that: it requires only a tactic slot, and can be used with spammable AOE abilities. I personally would love it if SM gained a morale drain tactic that could be used with AOE abilities, but from what I can tell, the team doesn't necessarily like morales anyway, so who knows what's going to happen in that regard.
