He's in the tavern that's located across from the Guild Vault, and the statue of Tcharnek-tard. So in the IC just go passed the Apex, and in that square the statue is in front of you, the guild/bank vault is to the right, and the tavern is to the left. He was in there during the 'Kegs End' event. I think he's still in there with his pet squig 'Da Ferocious Gobbla'!
