A thing about balance

First of all let me state that I do not wish to offend any dev but your approach to balance simply triggers me on another level - I'm talking about this "everything but ORVR is a minigame". For me it just really seems like an excuse for this status quo we are in, for example there are classes which absolutely DOMINATE ORVR yet nothing is being done about that. How do you explain that? Is ORVR the main focus or not? Where are the ORVR changes then? Are you satisfied with the current state of balance in ORVR?
Of course someone will say "if you want balance changes, just go through the proper channels and propose something". I really have had enough with the forum balance subforum (currently unmoderated) and that silly r40 character requirement for participation. You can level any character to lvl 40 and still be clueless about it, hell you can pug all your way to RR80 and still be a crappy player. In the end it's all theorycrafting and rhetorics, what should matter instead is the experience in a competitive tryhard environment in a proper guild with similar individuals and that experience is what most of the devs lack. I'm not blaming you though, you all have jobs and you're doing this for free BUT maybe you should start doubting yourself a little bit more and not treat an opinion of a single man as a holy scripture when it comes to balance. I do not know what happens behind the scenes but do you actually discuss those things with each other? Why do I feel like there's only one person that has a say in it?
ORVR isn't the main focus of balance and neither is small scale or duels or whatever - balance is currently stagnated and I can't figure out why.
