what does 'Client Control' mean?

I read the devs have achieved it, just wondering what that entails.

Not a dev so could be wrong but client control means the devs have a way to affect how the client acts. That is the data files used by the client.
They can not edit the client application as they don’t have the code but they can change the stuff the client reads.
So they can change some spells abilities items and maps so long as they are not coded into the client

With this we can for example:
Alter abilities, alter visuals in game, add new models to the game, possibly create new classes, edit maps, edit stuff you can read in game like ability descriptions, so the actual ability does exactly what it says in tooltip.
