[WH] Noob question about "blessed bullets" and execution

Hiya, haven't touched my lowbie (29/25-ish) WH in about two years but now i'm trying it out again, and got a question - when in a fight should i try to get get off an execution as soon as possible to make use of the ini debuff of the blessed bullets?
Been looking around for a lowbie guide - any pointers?

Save for 5pt BAL, then only use Abso if you get Following accusation proc or 5pts

Didn't mention, if you are focussing a healer obviosuly keep the 50% outgoing healdebuff up as much as possible. A 2pt Abso does more damage than a torment, but its worth stacking a 5pt absolution at the same time as your last BAL tick for easy 4k dmg if both crit.(Over 5k with something like Vindication.)
Following accusations can proc another Following Accusation which makes for some good ranged damage.(I've hit countless 5 absolutions in a row)
The initiative debuff on most targets won't be more than 5% crit anyway, so I usually advise going whatever gets the most tooltip damage
