Choosing a side

Would it be a bad idea to give som small boost/profit to players that choose to fight for only one faction? (only have toons on either Order eller Destruction)
This isn't a proposal pertaining to class balance, nor is it formatted correctly. Penalising players for wanting to play on both sides (with no intent to surf the zerg/win via numbers*) isn't something that is likely to attract a lot of support.
