Return of Reckoning

So, yesturday a fellow WH had this Blue con pistol with a chance to debuff armor for 880 for like 6 sec? Not sure. I thought it said Judgement but I had a few beers and NO glasses on heh my old ass eyes dont work well. I thought it might be an Epic quest weapon but i could not find out anything.. Any Help would be super............ and i am not lv 40 yet so i dont know if its still a viable item to use of Sub weapons or SC wep....
