[SM] Wrath of Hoeth

The recent changes to SM are pretty solid and I am enjoying the direction.
However I feel there is a clash of synergy in Hoeth. The AoE action is in improved balance along with wrath of hoeth. They do not synergize terribly well with the dissipation tactic as you are using only one hoeth aoe per stance rotation.
More importantly, hoeth is insanely expensive at 55 AP. Not only does Borc get waaagh at 0 AP cost but they also have get'em for AP refund.
Placing Hoeth in perfect balance would bring it more in-line with Waaagh! And would make both dissipation and the AoE action more attractive mastery choices.
Thoughts?

Full time Hoeth user SM here.
Yes, I would agree that WoH is too expensive in AP, but moving it to Perfect Stance is not what I would like. There are too many options in my rotation as it is. First I need to get up WW for my group, then honestly Dazzling strike is much better of choice to use unless we are focusing and that makes Blurring Shock far more attractive. Unless we are going to raise WoH damage output greatly it's not a good move to move it into perfect stance. Your issue seems to be solely around AP use.
If you were to take Phoenix Wing (which I don't recommend unless you are PVEing) then it works fine for the AOE rotation. WoH to put up the debuff and then PW to get the advantage of damage in the next cycle. You don't spam WoH. It's only every 20 secs of use. It's damage is too little be worth the AP use.

WoH could never work in Perfect Balance. There are too many PB abilities that would take priority over it as it is, and in all honesty, you should only WoH for the debuff which lasts a hefty 20 seconds.
Personally I think WoH is fine as it is.

I quite like Phoenix Wing, I think it's a decent aoe skill ( and in RoR, it's spirit based not physical like on live), it does help with spreading your nature blade enchantments and Potent Enchantment when they proc, especially during rvr ( funneling) holding the keep defense and so on. Its uses is not just in pve imo. In pvp it still has its place.
To op, I wouldn't change WoH to Perfect Balance, its main function is not as a finisher; it's a debuff and you need that before yo use your heavy hitter skill like DS, ED, or CW ( which are all spirit based attack). Though, I do agree that the AP cost is somewhat high.
