Armor vs Toughness in PvE

new dungeon is now live.
a lot of ppl trying PvE.
damage calculation is same in PvE and PvP.
but mobs having super high values tank's priority stats are little different than PvP.

I tested with BG against t4 lair mobs.
Toughness buff. ( 283 )
T 630, Armor 3778 - 1265 ( 1467 mitigated )
T 913, Armor 3778 - 1238 ( 1493 mitigated )

Armor buff. ( 890 )
T 630 Armor 4668 - 950 ( 1782 mitigated )
T 913, Armor 4668 - 928 ( 1803 mitigated )

these are normal attacks.
both stats help mitigation though armor seems mitigate more.

if you were a high toughness tank try to convert it into armor and wound.

here is priority stats in PvE, IMO
1. avoidance
2. crit reduction
3. armor
4. wound
5. toughness
1 & 2 also debatable.

Armor is good agains most heroes and lords. 0% to be crit is most important and then avoidance like you said.

Armor / Hardly concession / block+parry / crit reduction
