[RP Sugestion] Rune of Might Cool Down reduction

Hi all,

For introducing myself,I am a 80+ Runi and I have never played on the destro side, and expect a IB just for trying I have never really played another class.

Here is my feedback :

Adding a debuff armor on concussive runes was a real great improvement on another way to play the RP. But after some days trying it I feel that it is still difficult to justify using this tactics on the battle field instead of other very usefull considering low dps and survivability at close range.

From my point of view, the main reasons are because a pure dps RP will never reach an amount of damage significant to justify a debuff/dps RP, and also because even by using efficient rune carving tactic in parallel with debuff tactics, as the RP dps is not very high, the self heal is not good either.

It is very frustrating to see other heal class having a very effective other way to play (WP DPS, Shamy or AM DPS very strong or else) so here is a proposal to solve the issue for the RP : removing the CD of rune of might.

By doing that, RP will not become an overwhelming dps because the damage of the rune is not so high, and it is close range dps, BUT:
- The debuff can be apply more often as it force the rp to stay close range
- Efficient rune carving will be a little more efficient in oRvR
- it seems to me logical that in the debuff path which is a close range path to have an instant without CD skill
