Cannot get past Player Code of Conduct

So, I downloaded the client, and followed the setup procedures. I am able to launch the game through the RoRLauncher.exe, and it loads into the game successfully.
However, I am unable to interact with the Code of Conduct dialogue (can't scroll, can't accept). The intro music plays, I can see that it's connecting, and looking for allies in the "background", but I'm unable to actually play due to the EULA.
The other strange thing is that the entire screen goes black every few seconds, for about 1-5 seconds. (the in game mouse cursor remains on the black screen)
I've browsed through a couple of topics that seemed similar, but nothing helped in there.
Has anyone seen anything like this before? I would LOVE to be able to play again, it's been sooo long, and it was one of my all time favorite games.
