Wrong reward in Blue bag

Just locked high pass/tala pararing and got a blue bag, im r40/rr40 but got the r34 1hander in the blue bag, is this working as intended, because at my rank i thought it was a genesis fragment that came in the blue bags?

R40rr41 for gen/subj/conq i believe.

You are correct, it is rr41.
