Why the conq is only for heal spec and not for dps spec, because we do sc to have a dps set and i don't like do sc

Like for every other archetype. If you want an off set, you have to do scs.

some of it is because they changed some of the open RVR sets from how they were on live, i assume in order to get people into sc , they were for most classes even tanks had Strength, initiative on them.

the original Bloodlord set from bastion stair was a DPS and heal set for healers ,
