Offensive sets have been moved over to PvE, so Bastion Stair will drop the new sets.
Scenarios will hopefully get some toys in the future, too, otherwise I echo your concerns about them dragging behind/losing appeal.

Pug scenario was popping really fast before the scenario changes and after it takes a really long time to pop, it was the same years ago when they made a similar change but they reverted that change.

Dungeon in CW, supposed to be pre sentinel one but i have to agree is cooler prob have it of higher lv.

Yeah, the sc changes were no improvement at all. Slower queue times for all archetypes and no better sc balance than before. 2h tanks or off spec healer are better than no heal/tank class at all.

i dont think new gear come in the way of PVE is good. how many ppl have finish City dungeons??? Ask make a team make a whole day and ppl may leave during the trip and it usually stop
ROR is the main on RVR and SC.
