AI Scenario players

In order to make scenarios pop more quickly, you could consider building some AI 'players' to fill out the smaller team and even up sides. Some scenarios this is easier than others (eg. single-flag-carry scenarios the bots could just chase the flag.) You'd have to pick a class and come up with an AI for each archetype (tank, healer, mdps, rdps) but some of that may exist right now.
Or instead of players, they could be slightly-lower-level AI 'guards' for each player. Maybe a few levels lower, but champion so they hit hard enough to matter - I don't know what the PvE balancing is like, I'm sure devs have a better idea.
Alternately, you could try and level-tilt uneven scenarios to make them more even - give everyone on the smaller team an extra two levels of bolster per missing player.
Just some ideas to help keep the scenarios flowing. I queued for >2hrs for T1 today... never got one.
