Add talisman boxes to more RvR bags

I've noticed that unless you are in a high level guild is very hard to get talisman boxes right now. This is a change from live and even from previous versions of RoR (afair).
In current rvr keeps I don't think there is any means to get these valuable boxes, important to create good talismans like +23.
