I remember playing order a while back and there was this PQ you farmed from 30-40 in the elf area, where is the one located for destro exactly?

If you are referring to the one that everyone farmed for ruin gear, it was the hard level PQ in Etaine. As I remember, at the time it was one of the first/only PQ's that was active and the others either weren't working or didn't have the proper item drops. This changed over time tho as I do remember running the easy PQ in the Chaos Wastes for ruin tokens when no group was farming the Etaine one.

The lizard PQ in Caledor till 35-36 and after that the easy PQ in Isle of the dead (when it works as sometimes the stage 2 NPC's aren't targetable). The easy PQ in the Isle of the dead is the first one on your left side when you go down the hill after entering the place.
