You're using a very old launcher. Use the latest one which can be found from the link at the top of the page.

Run the launcher as administrator, and make sure read only is disabled.

Is your launcher in the same folder like the WAR.exe and not in a special folder?
Otherwise this but you said you checked it
Run launcher as Administrator, make sure the folder isn't set to "read only".
This can be done by right clicking the game folder > properties > uncheck "Read Only" > OK.
