Return of Reckoning

In the last 3 zone takes I’ve been in I’ve rolled a 1 for loot and gotten a white bag while on my WH. This seems a little odd, or is it just extremely bad luck?

You got the "Special Loot Bag" not "White Loot Bag". This generally means you did not put enough effort (or any at all) during the zone take and was flagged as slacker with no rewards.
