[KOTBS] Armor advice for level 40

KOTBS getting close to max level, curious what Conq/Redeye gear is best to go for gearing up, I was told the Redeye shoulders are desired but unsure what my stat priorities should be, I figure it should be toughess/intiative/weaponskill but I am new to the game so I wanted to ask for advice from others.
