Return of Reckoning

Lashing waves tactic has been broken for a while now. It even tells you tactic not found when you pick it up. Slotted it does nothing (as expected).

Not sure if it is a problem with code not working right or it is overlooked.

Proposal: Scrap Lashing waves and make it Warping Waves. "Warp Reality now hits in a 20foot radius around the initial target."

This would help synergize with Scourged warping.

I'll see if I can get it working as intended.
