Suggestion: Remove sub 40s from Fort = no bolster no lag

Hi there -
Considering the obvious mass influx of players, please consider making forts lvl 40/40 only (similar to city). There would be no need to bolster (removing the bolster lag / chatty server communication around it) and it would improve the gameplay experience.
The additional request to consider would be to improve the amount of tokens provided in forts and convert the Warlord Set to require Invader tokens.
