Question about settings for shadows ingame

Does anyone know what the difference is between the high quality and balanced settings for shadows in this game? So far I only noticed a shadow on my own character, the other characters I've seen(players/npcs) have a very simple black circular shadow beneath them regardless what the setting is. is that normal and how it's supposed to be, or not?
