Is the double xp a random thing that has been done with events or are there some kind of schedule to the madness?

No, there are no schedules for it. Sometime they put it on some free time [in teh past easter, christmas etc] and sometime with big updates. Sometime its just weekends - sometime like now a week long.

It was an event on last weekend but lots of server restarts were made, so devs decided to extend it until March 15th.
