Swordmaster Blade Enchant not working

I have noticed that the Swordmaster Blade enchant "Heaven's Blade" is not working on party members.
Where phantoms blade and Nature blade do what it sa, Heaven Blade only works on one self, but not on others.
I can see my Armor go up with the specified 891 Armor, but teammates dont see it, and buffhead also doesnt show this blade enchant proc either (but shows for the other two)
Am i missing something, or is it really broken?
Hoping for a fix.
