Dungeon help

I get that this is a heavily PvP focused game and all that jazz but I wanna do dungeons and get the lv. 17 armor but Sacellum is crazy hard for a group of lv. 16+ players.
Every pulls usually leads to a death because the tank jobs don't have their aggro talent until 25 and Guard-based doesn't do the job as well as I think. When you have a moment after doing what you need to do for PvP, all I ask you balance Sacellum out a bit so that it doesn't discourage people from all things dungeon related until maybe Gunbad.
It really could just be my party but the only 2 times I've cleared all 3 Sacellum wings, it was with at least 2 players above lv. 20 that got bored and felt like helping a guildie. I don't want the dungeon to become brain-dead easy... just not noob stompingly difficult.
Also some mobs in Sacellum (2 Gnoblars by the Gorger boss' room and the Harpies before the Hydra boss) have rapidly high respawn times and some quests for the Sewers of Atldorf (Rat Eat Rat, Ratmen?, and Poor Gustav...) might be bugged and don't give credit for kills or completion.
