SM mastery Vaul/Hoeth question

I am having a blast with SM and recently changed from 2H Kaine to tank spec and sword and shield and will be specing into Vaul and Hoeth. My question is this, do I spec into Vaul first or should I do Hoeth first or do both equally? Does it really matter leveling up? I mainly just do RVR and PQ's. I read some posts already up potential builds just wondering which would be best for leveling up. Thanks.
