Return of Reckoning

So this is something I have been wondering for a while.
Is it possible to restrict RvR Zones to house a max of 250 people on either side?
When both sides have 300-400 people the servers seem to buckle under the pressure making the whole zone unbearable.
There are a lot of people that go to an RvR zone where a lot of people are and then sits afk in the keep or WC thus not really contributing to the keep buildup.

If we can lower the population and have people that are afk being purged from the zone (back to their rally master)
I bet it would make RvR a lot more fun for both sides.

So what happens if you want to go RvR and all the zones are full?

All Zones being full is highly unlikely, but it will force people to go to less populated Zones
