New to RoR

New Rune Priest, Arweena, to RoR.
I played retail at launch and loved every aspect of the game. I know this game is not the same (as it has received updates, for the better I am told), so I was wondering a few things.
Leveling: What would be a fast way to do this? Questing? oRvR? Mix of both? I know I need to get my RR up but I also know that's easier with more abilities from CR so is there a good path on this server or do you just hit your face against the Destros until you break though
Builds: I've read Bitterstone's guide. What I wasn't sure was if there was a leveling build vs end build or are they the same build? (I know for most games,and retail, there was 2 or more builds)
