What level do we get access to mastery points?

Just what the title says. I vaguely remember it being level 10 back in the day. I'm level 12 and haven't seen anything, such as a quest or a change in my UI, that indicates I can spend mastery points yet. Help please.

You gain mastery points at ranks 11, 13, 15, 17, 19, 21, 22, 23...40. In order to spent them You need to visit trainer, either on city or Tier1 WC.
