Magus Firestorm Bugged in SC?

Got the skill for the first time on my Magus, the skill works in PVE except it does no damage to Target Dummies in IC.. but when I'm in SC (tried in at least 10) it does not allow me to use the skill, nothing would happen, it doesn't even dismount me when trying to cast, skill doesn't go on CD...
Anyone have similar issue with skills not firing on other class? or any ways that might fix it?
Respec tree multiple times didn't work.. Restart client didn't work either..
