Return of Reckoning

How long could it take to get lootbags from city .. ?
I know the bags from keep/areas comming sometimes later as well .. but in the city i never had the problem that the bag is not coming per mail after city. so have i to wait or is it probably unluck .. ?

If the bags don't come to your mailbox wait for a restart and they'll come.
