First stage in Cities.

Is it possible to have first stage in the Cities be more like controlling all of the BO's or unlocking all of the BO's to be attacked. Anything to break up the huge zerg that just stays in one stop and mindless AoE. Perfect example is Thunder Valley SC as it has much more strategy in holding and knowing where to attack than mindless AoE and blob play.
