All abilities and tactics showing "0"

Since yesterday, all of my tactics and skills are reflecting a "0" value on the tooltip, and are similarly not reflected on my character screen. I have obviously relogged several times and tried multiple characters, and it's the same issue.
It's hard to test if this is just a UI bug, or if I actually don't have these stats and abilities -- but when slotting "Hasted Dismissal" on my Chosen, which should reduce the cooldown of Repel, the cooldown is not reduced, which makes me think this is more than just my UI.
This bug was reported on the bug tracker yesterday by someone else, and I added a response -- but I now can't find that post, open, closed, or addressed.
