[AM/Shammy] Empowered Lores/Burst of Waaagh

The current AM/Shaman mechanic while useful for kite healing as a healer with BE spam has the tendency to lock the class into mechanic points that it could never use. Where multiple gcd have to be used out of spec casting to get back to parity. After a rotation or m2 you will be locked into the mechanic for the rest of a engagement. My proposal is to rework the tactic Empowered Lores that was never a used tactic even in the days of the mechanic benefiting based on the amount of mechanic points built up.
Empowered Lores/Burst of Waaagh will now use up ALL mechanic points and increase crit rate by 10%.
This is a much simpler fix than some of the suggestions of making certain abilities use up different amounts of points and would make the cast weaving from live a possibility again. It has a nice alignment with the Swordmaster, the other Tower of Hoeth class, tactic balanced accuracy that gives the same from its mechanic points. 10% as its spec specific tactics also give this amount. By weaving you would average out at the same 10% benefit and its what the SM gets. So its just a 10% crit tactic that allows the old playstyle to return with the added benefit of the new mechanic never being at 0 so dropping the mechanic on a out of spec cast will benefit your next cast.
