Hi all, getting a new PC soon and was wondering what should I be upgrading the most? RAM? processor? Graphics? Etc. Thanks for any help!

No amount of hardware is going to make this game run well. if anything, single core performance might have the biggest effect. Intel I3 9350KF is a very good cheap CPU for single core performance.

CPU with good singlecore perf makes the only difference in this game. as well as having it on SSD/NVME drive for less stutters when loading in new places/characters.
this game barely uses 2.5GB of RAM when running like 8 hours in row. GPU doesn't matter much at all either.. any midrange GPU and up doesn't even get to the boost clocks with this game and utilization is usually below 30-40%

So 8GB of Ram is enough? and look for really good single core?

You dont want a single core CPU, just one with good single core performance. Below is a list of benchmark for single core performance. I would recommand a 9350KF or a 9600K. These are cheap and very good CPUs for games like this.

Windows and background programs can take up quite a bit of memory. So I'm not sure if 8GB is enough to reliably hold 2.5GB for the game at all times. It could be but at least my 32GB system is above 8GB total RAM usage quite a lot. 16GB is enough for sure though.

I assume you want to play other games also. so yeah 16GB of RAM i would say is minimum if you are building a PC. Also get any modern CPU with 4 or more cores at least. Even Ryzen has good singlecore perf these days.
