Make realm restriction apply only to the more populated realm

At the moment, if you join RvR on either Order or Destro you are locked into that side for 90minutes. I like to play the less populated side.
How about changing the lockout so that if I log in on the more populated realm, I am not locked out of the other. But if I do switch, I'm then locked out of the more populated side. This way people can still migrate over to the lower populated side boosting the numbers?
