Return of Reckoning

Since big skill patch when I change location (enter/leave scenario, port with a book, fly, etc I think also when I respawn) I get "Ability not ready" for first like 15 seconds.

Which not only is irritating, but is often crucial when you i.e. leave scenario and appear into area that is infested with enemy or mobs.

Is that "works as intended"?

Cooldowns are preserved between map changes on the server.

Meaning your stealth for example may still have a cooldown left after porting

Same thing with lions. when you leave SC with pet, it will disappear and cool down will show up.

But where is the problem to wait a few seconds till ability is ready again?

There is no problem. people are just spoiled :p

so being spoiled is the problem ^^
